Abstract

Poverty is a major problem that occurs in every country and region, including the province of Aceh. The success of a government can be seen from its ability to reduce poverty. Aceh, with its long history over the years, has received special attention from the centre, one of which is the OTSUS (Special Autonomy) fund. OTSUS (Special Autonomy) funds have been disbursed since 2008 and will end in 2027. These funds play a role in accelerating infrastructure development and overcoming social and economic gaps. However, it seems that the disbursement of OTSUS (Special Autonomy) funds does not have a significant impact on poverty alleviation. Based on data from the Ministry of Finance and APBA documents as a whole over a period of 15 years, Aceh province has received Special Autonomy Funds (DOKA) from the central government amounting to IDR 95.93 trillion. Then, according to the 2022 BPS survey, Aceh Province is the province with the highest percentage of poor people in Indonesia. Amounting to 15.33 percent in 2021 and 14.64 percent in 2022. Education, inflation and investment are important variables that must be considered in alleviating poverty in Aceh province. The higher the education level in an area, the lower the poverty rate. Poverty has an inverse relationship with education. The facts on the ground are that Aceh province has a low quality of education. This has become a big problem in recent years. Based on the results of the Computer-Based Written Examination (UTBK) for the 2020, 2021 and 2023 State University Entrance Joint Selection (SBMPTN), Aceh's score and the average student score is around 446.7, this point is still below the national average, in fact still under Papua Province. Then for the inflation variable, the inflation variable is a description of the ability of regional and central governments to maintain price stability. Inflation and poverty variables are directly proportional, the higher the inflation, the higher the poverty. Aceh is one of the provinces with the most expensive cost of living in Indonesia. This has a huge impact on the difficulty for people to fulfil their basic life needs. Then investment, investment drives the economy in a region, including the province of Aceh. Aceh has low foreign and regional investment, this has resulted in the wheels of the economy not turning and forcing the people of Aceh to supply their daily needs from outside.
